I've often wondered this myself--So, it begs the question: Do they know ahead of time that he's coming so that they don't have that bewildered look on their face??!

In the first season, the guy from Izzy's Ice Cream (St. Paul, MN) didn't know who Bobby was. It was a ice cream throwdown and Bobby lost.
