Has anyone ever seen this commercial on TV?

It's from one of those organizations that offer help to people in getting cash now - a lump sim paymentr for their structured settlement, lottery winnings or a casino prize.

The people are all shown yelling the phrase out their windows. I wonder if this really works. Not that I'm planning to call them or anything, but I'm just wondering if it's all part of a scam.
