Whoever it is that does the voice-overs is probably an independent contractor, who can do other types of work. Oddly enough, I work for an NBC affiliate, and of course Hoda Kotbe and Chris Matthews are with NBC/MSNBC. But there's some morning talk show on ABC in the early weekend mornings where I've seen both of them appear as panelists. Then you've got Al Roker who has "Roker on the Road", etc.
According to "Mister" on 7.31.08, Nancy Giles, a writer and on-air contributor to the CBS Sunday Morning Show, does the voiceovers. She also had a radio stint with Jay Thomas in NYC.
