Dogs with slaw are big in the Carolinas too. And, it's a mayo-based slaw also. Order one "all the way" here and it comes with yellow mustard, slaw, chili and chopped onions. Good eating! Most of all, cook from the heart, and you’ll never be lonely when the dinner bell rings! - Chef Robert Irvin

I've never been able to eat slaw as a condiment, but it seems to be the preferred way to eat it in the south.
In Maine coleslaw is popular with baked beans and hotdogs, but just not all together, we eat them separate, but me and my food weirdness needs to make sure that the slaw doesn't run into the beans, I mean that would be sheer chaos, and I'll have none of that!
I have some nice pinch bowls to nurture that neurotic tendency. MAC

Nothing strange about that. Some places here have a "yellow slaw" with mustard.

The other cole slaw we have in these parts is a vinegar slaw which is served mainly with BBQ. Both the mayo and vinegar slaw is served with fish/shrimp dinners/sandwiches.
